Haryana’s Director-General of Police (DGP) Shatrujeet Kapur has been placed on leave following allegations of harassment and discrimination in a suicide note attributed to senior IPS officer Y Puran Kumar who was found dead at his residence in Chandigarh. The note, naming eight senior IPS officers including DGP Kapur and former Rohtak SP Narendra Bijarniya, accuses them of causing distress and tarnishing Kumar’s reputation. In the note, Kumar expressed feelings of career sabotage and mental anguish, citing instances of caste-related bias and professional alienation.
Y Puran Kumar, aged 52 and a member of the 2001 IPS batch serving as the Inspector General at the Police Training Centre in Sunaria, Rohtak, reportedly took his own life on October 7. The suicide note, spanning eight pages, pointed fingers at the accused officers for their alleged mistreatment and detrimental impact on his life and career. As a result of these revelations, Narendra Bijarniya was reassigned from his post in Rohtak, while DGP Shatrujeet Kapur was put on leave pending further investigation.
Shatrujeet Kapur assumed the role of Haryana’s top police official on August 16, 2023, overseeing law enforcement operations and advocating for administrative improvements. With a background as the Director General of the state’s Anti-Corruption Bureau (ACB), Kapur has been involved in combating corruption and handling significant cases in Haryana. A graduate of NIT Kurukshetra, Kapur has held various influential positions within Haryana and has contributed to national and international law enforcement efforts, including work with the Central Bureau of Investigation (CBI) on sensitive and high-profile cases.
The suicide note also alluded to a bribery scandal involving a local head constable accused of extorting money from a liquor contractor in Kumar’s name, a situation that reportedly added to Kumar’s stress. Following the incident, Kumar’s wife has demanded accountability from the officers implicated in the note, accusing them of contributing to her husband’s tragic demise.
In response to the situation, Haryana’s Social Justice and Empowerment Minister Krishan Kumar Bedi assured that the government is committed to supporting Kumar’s family and ensuring justice prevails. Cabinet officials have met with the family to address their concerns, with Chief Secretary Anurag Rastogi and Chief Principal Secretary Rajesh Khullar actively involved in resolving the family’s grievances. The government is dedicated to investigating the allegations thoroughly and addressing all issues raised by the family.
