“India Implements Landmark Labor Code Reforms”

In a significant revamp of India’s labor regulations, the government has put into effect all four labor codes, replacing 29 existing laws in what officials are calling the most substantial reform in the sector since Independence. The Codes, covering Wages, Industrial Relations, Social Security, and Occupational Safety and Health, are now in operation.

This move consolidates decades-old labor regulations scattered across various legislations into a unified framework. Many of these older laws are from the pre-Independence and early post-Independence periods and were considered outdated for an economy that has experienced rapid formalization and a shift towards modern work structures.

The government aims to streamline compliance for employers and broaden social security and workplace protections for a wider range of India’s workforce, including gig and platform workers, contract staff, fixed-term employees, and workers in MSMEs, plantations, mines, textiles, IT, audio-visual production, and other sectors.

Prime Minister Modi hailed the implementation as “the most significant reform benefiting workers since independence.”

Under the new system, fixed-term employees are entitled to gratuity after one year, social security coverage is extended to MSMEs, gig workers are formally recognized, and various sectors now have mandatory annual health check-ups, clearer safety standards, and timely wage payment guarantees.

The Codes also permit women to work night shifts across sectors with consent and proper safety measures in place. The framework introduces several changes to enhance workplace protections and simplify compliance, such as a single-registration and single-return system to replace multiple filings.

Inspector-cum-facilitators will prioritize guidance over punitive measures. A national floor wage will prevent any worker from earning below a government-set threshold, and gender-neutral pay provisions will prohibit discrimination, including against transgender individuals.

For the first time, certain categories of workers, including plantation, beedi, dock, mine, hazardous industries, and audio-visual and digital media workers, will come under uniform safety and social security standards. Workers in these sectors will receive appointment letters outlining their wages, duties, and entitlements.

The government emphasized that the Codes were developed following extensive consultations and will undergo public engagement during the drafting of detailed rules and schemes. Existing Acts and rules will remain in force where necessary during the transition period.

India’s social security coverage has expanded from an estimated 19 percent of the workforce in 2015 to over 64% in 2025. The government views the implementation of the four Labor Codes as a step forward in creating a more portable, inclusive, and modern labor ecosystem that supports both workers and industries.
