Mumbai Court Denies Medical Bail for IPS Officer’s Spouse

The Esplanade Magistrate Court in Mumbai has denied the request for medical bail from Purshottam Chavan, the spouse of a high-ranking IPS officer. Chavan was apprehended by the Economic Offences Wing (EOW) of the Mumbai Police in connection with a land scam totaling Rs 7.42 crore.

Magistrate Abhijit R Solapure, in declining the bail plea, stated that despite some health issues shown in the documents for the accused, the court did not deem them severe enough to warrant his release on bail. The magistrate mentioned that government hospitals and prison facilities can manage the medical conditions presented.

Chavan had petitioned for bail on medical grounds, citing various health concerns. His legal representatives informed the court that he has been grappling with bipolar disorder for over a decade and has exhibited suicidal tendencies. They argued that despite receiving treatment from the Jail Hospital, he still experiences symptoms such as nasal and ear bleeding, left parotid swelling, and suspected renal disease.

The defense further contended that Chavan has been diagnosed with grade II Hernia, emphasizing that these health issues significantly impact his well-being and necessitate specialized care beyond what the Jail Hospital can provide.

The prosecution opposed the bail request, alleging that Chavan had defrauded numerous individuals by falsely promising government-quota plots at reduced rates and amassing millions through fraudulent means. The court highlighted his business activities in Dubai and the potential flight risk if released on bail.

In addressing Chavan’s mental health concerns, the magistrate remarked that the dispute over his psychological well-being and bipolar disorder cannot be conclusively determined based solely on certificates. The court instructed the prison authorities to ensure appropriate medical attention for Chavan during his detention.

Purshottam Chavan, the husband of IPS officer Rashmi Karandikar, was arrested by the EOW for allegedly swindling multiple victims of Rs 24 crore by offering discounted properties in upscale areas like South Mumbai and Lower Parel under government initiatives.

Chavan is currently in judicial custody in connection with another case related to a Rs 263 crore Income Tax return fraud investigation led by the Enforcement Directorate (ED). The EOW took custody of him following revelations made by the ED.
