The US Treasury announced on Monday that sanctions imposed on Russian oil giants Rosneft and Lukoil are already impacting Russian oil revenues and are expected to reduce the volume of Russian oil sales in the long term. The Office of Foreign Assets Control stated that the sanctions, implemented on October 22, are achieving their intended goal of decreasing Russian revenues, thereby limiting the country’s capacity to finance its military activities in Ukraine.
These sanctions represent some of the most severe measures taken by the US since Russia’s invasion of Ukraine in February 2022 and are the first direct sanctions enforced by President Donald Trump against Russia since assuming office in January. The sanctions require companies to cease transactions with Rosneft and Lukoil by November 21, with potential consequences including exclusion from the dollar-based financial system.
Enforcement mechanisms for these sanctions remain uncertain, particularly considering that China and India have been the primary purchasers of Russian oil. Analysis by OFAC revealed that various key grades of Russian crude oil are being sold at historically low prices, prompting numerous major Indian and Chinese buyers to suspend their Russian oil purchases for December deliveries.
Recent data from LSEG Workspace indicated that benchmark Urals crude loaded at Russia’s Novorossiysk oil hub was priced at $45.35 per barrel on November 12, the lowest level since March 2023. Meanwhile, Brent crude futures were at $62.71 on the same day, increasing to $64.03 on Monday. Urals Novorossiysk prices rose to $47.01 as loadings resumed at the Black Sea port following disruptions caused by a Ukrainian drone and missile attack.
Reports from Reuters revealed that Russian oil discounts compared to Brent had widened as major Indian and Chinese refineries curtailed purchases in response to the US sanctions. A Treasury spokesperson emphasized that the sanctions are effectively undermining Putin’s military capabilities and the department is ready to implement further measures if needed to halt the violence in Ukraine.
