The Indian government is implementing new regulations that will require WhatsApp users to link their accounts to an active SIM card at all times. This move is part of the Telecommunication Cybersecurity Amendment Rules, 2025, aimed at reducing online fraud and spam on digital platforms. WhatsApp, Telegram, Signal, and Snapchat have been given 90 days to comply with the rule, which also includes automatic logouts every six hours on the web version of the apps.
WhatsApp has now been classified as a Telecommunication Identifier User Entity (TIUE) under Indian telecom law, subjecting it to cybersecurity and verification obligations similar to traditional mobile operators. The key aspect of the new rule is mandatory SIM binding, ensuring that the registered SIM card remains active and inserted in the device for the app to function. This measure is expected to make it harder for cybercriminals to operate anonymously or exploit inactive SIM cards for scams.
The Department of Telecommunications has directed messaging services to implement the new system within three months. The aim is to enhance traceability of fraudulent communication and prevent international scams that target India using inactive or disconnected SIMs from abroad. While the changes may inconvenience some users, especially those who use Wi-Fi-only devices or frequently switch phones, it is seen as a step towards improving security within the messaging platforms.
Critics argue that SIM binding alone may not fully address cybersecurity concerns, as fraudsters can still obtain new SIM cards through fraudulent means. Despite existing verification systems in banking and UPI apps, financial fraud persists. However, industry bodies support the directive, emphasizing the importance of mobile numbers as a reliable identity for bolstering cybersecurity and user accountability.
